PURPOSE OF REQUEST FOR APPLICATION (RFA)
This RFA aims to identify eligible multifamily properties through qualification to provide energy conservation and health and safety renovation services within the state of Pennsylvania for Pennsylvania’s Department of Community & Economic Development and implemented by ICAST. Work will be performed in multifamily units for the Multifamily Weatherization Assistance Program.

Building Size Qualification: 5+ units

Income Qualifications: 66% of the dwelling units are occupied by a family unit whose income is at or below 80% of AMI or 200% of the poverty level.

Priority and Ranking: Priority is given to properties that house residents over 60, persons with disabilities, families with children, high-energy-using units, and units with a high-energy burden.

Weatherization Services Provided Can Include:
Services may include but are not limited to health and safety measures, mechanical measures, and building shell measures, including: heating, ventilation, and air conditioning system repairs or replacement, installing mechanical ventilation to ensure adequate indoor air quality, sealing of cracks and holes to reduce heat loss, insulating attics, floors, and walls, installing efficient lighting and appliances, repairing or replacing water heaters, installing water conservation devices, replacing or repairing windows, insulating hot water tanks and pipes, etc.
